Personality:
According to others, Elijah is an honorable man and the moral one amongst his family. That is, indeed, how he likes to see himself. He does not make promises he cannot keep (excepting for radical changes in circumstances), but he is very careful what he promises, choosing his words carefully. He is utterly loyal to his family, even when they misbehave, and he is one of the few people able to curb their more destructive tendencies. With his father hunting Elijah and his siblings for 1,000, Elijah has basically become the head of the family and he takes that very seriously. While he tries not to hurt any innocents needlessly, or to kill recklessly, his family’s safety always comes first. His own near hypocrisy in this was pointed out to him by his mother—that he aims to be so moral, but he’s killed and maimed and tortured when it suits him. He can’t argue with her--when it suits his aims, he has done all those things. But they are not his base nature. He does not kill or hurt anyone aimlessly, but solely because it is necessary for whatever his goal. He regrets the harm he causes, at least to the truly innocent, but in nearly every circumstance he would do it again. . He struggled for a while with Esther's assessment of him, but he seems to have come to an acceptance of it. Getting his hands dirty doesn't much faze him in New Orleans. He even kills one of the few women he's truly loved without so much as a flicker because of the harm she brought to Klaus and Rebekah.
He is highly intelligent, methodical and organized. While, like all vampires, he feels deeply, he is very good at controlling that emotion, occasionally coming across as remote from any human feeling or experience. The reserve breaks, though, sometimes, generally when the emotional stressors rise high enough, and underneath we see a man who cares almost too much, who wants nothing but peace for his family and to protect those he loves—and while he once claimed he didn’t believe in love, that is so far from the truth as to be laughable. Still, he has not allowed himself to love many outside of his family. Tatia, Katherine and Celeste seem to be the only ones (he tells Hayley how rarely he's loved) and his feelings for them seem to carry through the centuries--when he loves, he loves for life, in many ways. However, despite this, in the case of each of his loves and their future, he chose Klaus. While he has fallen for Hayley, recently, he is once again choosing Klaus, refusing his own feelings and pushing her away. While he keeps trying to bring her back to his home, and it is clear he misses her, he still will not take that step, tell her why he wants her back and be willing to take a chance on reasoning with Klaus, even when it is clear Klaus is pursuing romance elsewhere.
When he says "Family above all," he generally means it. Hayley is family now, true, in his mind, but once again, Elijah's priority seems to be Klaus --> Rebekah --> Hayley --> the rest of the family --> other people. This lack of prioritizing Kol and Finn is clear in his refusal to take any vengeance for their deaths. Kol, particularly, was killed in cold blood, and Finn was killed in an effort to kill all of them. By his own code ("Nobody hurts my family and lives"), the denizens of Mystic Falls, or at least Matt and Jeremy, should be dead. It cannot even be argued that he can justify their actions--killing Klaus would be highly understandable, but he still protects and avenges slights to Klaus. Kol had done far less to hurt anyone and Finn had done nothing to harm anyone. So, there are caveats and exceptions in there, but less so for Klaus and Rebekah, perhaps because they were the three who made a vow to each other--"Always and Forever." Kol and Finn, Rebekah tells us, had run away at that point, an action which seems to put them constantly outside the circle of the central three siblings.
Klaus calls him sentimental, and more and more that side of him has been coming out. He'll resort to violence with Klaus--despite telling him how much he laments letting Mikael do the same. Klaus's ability to fight back now, even defeat him, seems to absolve him of guilt, since violence is sometimes the only thing that gets through to his little brother. He'd never raise his hand to Rebekah, though, no matter what she does. However, while he longs for what is left of his family to be whole, he also has shown, time and again, that what he told his father about Klaus rings true (even if he said it directly in response to a Mikael vs Klaus choice): I will always choose him.
While he seems sad for Rebekah's discontent and the way she and Klaus fight, again and again, he chooses Klaus. She's warned Hayley about that, as did Celeste--that when push comes to shove, Elijah always chooses Klaus. Whether it's because he thinks he owes him or because he feels he failed him or because he thinks Klaus needs him most, or some combination of the above, he puts Klaus above everyone else, including himself.
Touch and straightening things calms him. He likes order and his own emotions worry him with their lack of tidiness. Decisions made from emotion are impulsive, and Elijah likes to be deliberate.
He loves learning, loves books, has kept up with the times through them, and is quite comfortable moving in the modern world, even being current with slang and textspeak, though he’d never use them except ironically. He has a very dry sense of humor that slips out when you least expect it. He admires humanity greatly, and values compassion and honor and sacrifice in those around him. It is one of the things that most draws him to Elena Gilbert--her loss of humanity grieves him far more than her loss of life. He takes betrayal very seriously--but will forgive it where he loves, even as he struggles to forgive himself. If he doesn’t love, though, betrayal leads to vengeance. When he is wronged, or someone hurts his family, he is capable of all-consuming vengeance. When he puts his mind to something, he gets it done.
However, there’s a softness underneath all the deliberate purpose, an easy charm, an almost shy looking for connection, whenever he actually lets down his walls.
Being in Teleios is going to be strange for Elijah, especially losing all of his abilities. However, since the three most important people in the world to him are there--Klaus, Rebekah and Hayley--he'll take the relocation in stride. Getting his abilities back will be paramount, especially with Klaus lacking his. They have too many enemies there to allow themselves to be so vulnerable: he can't protect Rebekah and Hayley if he's so weak and slow. The dulled senses will probably throw him off his balance, and being, for all intents and purposes, human except for the need for blood might be novel and amusing for about three seconds, but he's not like Rebekah--he's never longed to go back to what they were. He accepts what they are and does not have any desire to end his existence. So, he won't be as anxious to leave as some, to get back to people at home, but figuring out how to win favors to get back his abilities and somehow smoothing things over with Klaus for Rebekah and Hayley will likely be his two top priorities. His goals, then--harmony and safety for his family--will be the same in Teleios as they are in New Orleans, just with different obstacles added on. Powers/Abilities: Elijah is an Original vampire--one of the first family from which all vampires come in his world. As such, he has superior speed, strength, reflexes and senses. He also has accelerated healing, and he is far more durable than other vampires, because of his status as an Original--very little can really do much damage to him. As for mental abilities, he is capable of mind compulsion on humans, vampires and werewolves, bending them to his will. He can tell when someone has taken vervain to get around the compulsion (though if they have done so, he can’t do anything about it until it is out of their system). He is also capable of dream manipulation -- he can produce or manipulate dreams, give someone nightmares, distort what they are dreaming, etc. As opposed to younger vampires, he is less impaired by most things--he can come back form being staked by anything but a stake made from a particular tree, though even a regular stake will neutralize him for several hours; he finds the sunlight uncomfortable without his daylight ring to protect him, but it won’t kill him; ditto fire--not fun, but he’ll recover. He can be dessicated--drained of blood--by magic and neutralized that way, or by a silver dagger dipped in the ash of the tree that can kill him. Magic can also be used to incapacitate him, or theoretically kill him, though no witch in his world is strong enough to do that without killing herself in the process. Vervain can stop him from compelling anyone and it does burn him--but he recovers far faster than non-Originals and while painful, it more serves to annoy him rather than incapacitate him.
Appearance:
In the pilot of The Originals, Marcel calls Elijah the "vampire always in a suit." However, while he wears a suit throughout season 3 of TVD, he did dress down a couple of times in Season 2, and since his move to New Orleans he seems to have decided not to be so predictable and has even been caught in jeans a time or two. There have been no complaints.

Both are in game threads forthecityneversleeps, but pretty canonical and how I play him--events past canon, yes, but they hadn't changed him that much since there was no Klaus, so except for romantic ups and downs, he's mostly just been peaceful and happy-ish.
